Adding text and shapes

I stumbled over this thread as well as the thread 'Open with Associated Editor (F4) isn't working for me' at viewtopic.php?f=82&t=31753&hilit=EDITOR
I wasn't aware of the F4 button to be frank.

Can't find any toolbar button, or reference under 'Edit' that hints to the Paint editor functionality.

Would it be possible to change F4 to launch another editor?
A small one that allows users to add arrows, comments, colored boxes, etc.
e.g. how to set F4 to launch SnagItEditor?

where can I find the F4 setting?
